尚福林：积极支持受灾上市公司灾后重建

中国证监会党委书记、主席尚福林近日在四川实地查看证券期货经营机构、上市公司的受灾情况时表示，要积极支持受灾上市公司灾后重建工作，对于符合条件的企业融资和上市公司再融资申请，要特事特办，开辟“绿色通道”。对于受灾严重的上市公司，将积极支持其拓展融资渠道，创新融资方式，以促进其尽快恢复正常生产。灾区的各证券期货经营机构，要认真做好灾后损失评估，继续引导投资者进行非现场交易。证监会支持受灾的证券期货经营机构网点的加固、迁址及合理布局。

在四川证监局临时办公场地召开的全局干部大会上，尚福林说，此次抗震救灾是对证券监管系统的一次重大考验，全系统的党员干部发扬大无畏的精神，按照党中央国务院的统一部署和证监会的要求，临危不惧，及时应对，促进了资本市场的稳定运行。在此次抗震救灾中，身处震灾中心的四川证监局全体干部职工，充分展现了证券期货监管系统恪尽职守，坚韧不拔，迎难而上，顽强奋战的精神风貌和工作作风，为维护辖区证券期货市场正常运行，做出了重要贡献。他高度肯定了四川证监局在此次抗震救灾中的工作，指出四川证监局在大地震发生后的第一时间，即对辖区内的上市公司和证券期货经营机构的受损情况进行了解和做出研判，并对抗震救灾工作和市场稳定运行做出安排。他希望四川证监局继续保持高度的政治责任感和历史使命感，按照党中央、国务院有关抗震救灾工作的总体部署，结合辖区证券行业的特点，认真解决面临的各项困难，全力做好灾后重建工作。

Shang Fulin: Actively support the reconstruction of the earthquake-stricken listed companies



Shang Fulin, the secretary of the Party committee as well as the president of CSRC (China Securities Regulatory Commission), indicated that we should actively support the reconstruction of the earthquake-stricken listed companies during the recent examine of the corporations of securities and futures and the conditions of the listed company on the spot. As to the financing by corporations that are in accordance with conditions and the refinancing application by listed companies, special treatments should be implemented with “green channel” open for them. The severely- stricken ones of the listed companies will be given strong backup to develop their financing channels and to create new financing ways, so that the usual running will recover as soon as possible. The various corporations of securities and futures in disaster- stricken areas should seriously make the disaster loss evaluations and at the same time continue to lead the investors carry on the off-site exchanges. CSRC will assist the reinforcement, resettlement and rational distribution of the networks of those corporations of securities and futures.

Shang Fulin said in the meeting with entire attendances of the bureau held in the temporary office of the Sichuan Securities Regulatory Bureau that the earthquake relief work is a significant ordeal for Securities Regulatory system. Under unified arrangement the party central committee and the state council, following the requirements of CSRC, all the party cadres in the system carried forward the dauntle spirit, replied in time while facing the music, and promoted the stable operation of the capital market. Involving in the center of the disaster during the earthquake relief work, the whole cadres and workers of Sichuan Securities Regulatory Bureau fully presented the spiritual and working style of securities and futures regulation system, which is due diligence, fortitude and tenacious fighting will. They have made significant devotion to the maintenance of the normal running of the securities and futures markets in their own district. He spoke highly of the work and the functions of Sichuan Securities Regulatory Bureau during the earthquake relief work and pointed out that Sichuan Securities Regulatory Bureau had found the loss conditions of the listed companies and corporations of securities and futures in their regulated areas at very first place, did research work and gave the judgment, and then made plans for both the earthquake relief work and the stable run of the market. He hoped that Sichuan Securities Regulatory Bureau would carry on the highly political sense of responsibility and the sense of historical mission, follow the unified arrangement made by the party central committee and the state council on the disaster relief work, in addition with the combination of the features of the securities industry in the district, and try their best to solve all the difficulties faced with and fulfill the post-disaster construction.
